EXPERIENCE

Mr. Greben is an environmental and complex litigation attorney with more than four decades of experience representing public entities, businesses, developers, and property owners in environmental and public infrastructure disputes, as well as commercial and real estate matters.  He has handled numerous matters involving state and federal environmental law, regulatory enforcement, and the defense of large-scale public entity claims arising from natural disasters.  His practice spans both trial advocacy and dispute resolution.  This includes guiding clients through negotiated settlements and mediations often involving significant financial or regulatory exposure.

Mr. Greben’s environmental practice includes the prosecution and defense of claims arising under CERCLA, the Clean Water Act, and RCRA, as well as cost recovery actions and regulatory enforcement proceedings.  In a recent Central Valley CERCLA trial involving a substantial cost exposure, he successfully represented a private business in litigation against a public sewer agency, achieving a precedent-setting result with significant implications for cost allocation in environmental remediation matters.  In addition to environmental courtroom litigation, he frequently appears before regulatory agencies throughout California on environmental compliance and enforcement matters, and also assists clients in procuring insurance coverage to assist their defense.

A substantial portion of Mr. Greben’s practice is devoted to representing public entities in litigation arising from natural disasters, such as flooding events.  These cases involve the coordinated defense of hundreds of claims and require extensive case management, complex scientific and engineering analysis, and a detailed knowledge of the California Tort Claims Act.  Mr. Greben is experienced in managing these large-scale matters from initial investigation and discovery through mediation, settlement, and trial.
